Thales signs landmark contract to modernise Mongolia’s air traffic management infrastructure

Thales has secured a significant contract with the National Civil Aviation Center (NCAC) of Mongolia aimed at upgrading the country’s air traffic management infrastructure, marking a pivotal advancement in Mongolia’s aviation sector.

This initiative will involve the deployment of a next-generation dual Area Control Center (ACC) architecture across the nation. As part of the contract, Thales is set to implement advanced air traffic control automation systems at both existing and new facilities, modernising the current ACC in Ulaanbaatar while establishing an additional ACC in Sainshand.

The implementation of these cutting-edge ATC systems will enhance several key aspects:

  • Operational resilience and system redundancy
  • Increased airspace capacity and improved operational performance
  • Strengthened cybersecurity of critical aviation infrastructure
  • Long-term sustainability through focused skills development initiatives

This agreement further solidifies the strong diplomatic ties between France and Mongolia, underscored by the recent 60th anniversary of their diplomatic relations. It reflects a commitment to ongoing bilateral cooperation involving key French institutional, financial, and academic support for Mongolia’s strategic aspirations.

In addition to technological upgrades, the programme prioritizes human capital development. The Ecole Nationale de l’Aviation Civile (ENAC) will be instrumental in enhancing local capabilities, with trainers deployed in Ulaanbaatar, and Mongolian professionals receiving advanced instruction in Toulouse, France. Moreover, as global cyber threats escalate, the initiative incorporates a specialized suite of cybersecurity services, training, and advisory support to bolster Mongolia’s long-term operational readiness.

The project is reinforced by a flexible financing arrangement formed between Bpi France and the Trade and Development Bank of Mongolia (TDBM), reflecting a robust strategic vision for this collaboration. By integrating both ACCs into a cohesive technological framework, Mongolia is making crucial strides towards a more resilient, secure, and future-ready air navigation system. This contract marks a significant milestone for the aviation sector in Mongolia and exemplifies effective international cooperation yielding substantial and enduring benefits.
