
L3Harris Signs Partnership Agreements to Boost Local Industry in the Netherlands
In June 2026, the Dutch Ministry of Defence (MoD) and L3Harris Technologies formalized a strategic partnership at the Kromhoutkazerne in Utrecht, Netherlands. This agreement aims to foster a collaborative approach to fulfill future capability needs and requirements for the protection of both national and allied territories.
This latest partnership builds upon an Industrial Cooperation Agreement (ICA) signed with the Ministry of Economic Affairs and Climate Policy in December 2025. L3Harris has been intensifying its commitment to support the Dutch industrial base since entering a long-term agreement with the MoD for the FOXTROT program in early 2025.
“On the battlefield against adversaries with sophisticated electronic warfare capabilities, if you can’t communicate, you can’t move with purpose – and you can’t win,” Chris Aebli, President of Mission Critical Communications at L3Harris, remarked. “The Netherlands recognizes this threat to their national interests and has chosen to collaborate with us to deliver exceptional resilient, interoperable technology tailored for FOXTROT and beyond.”
L3Harris is the first entity affiliated with the FOXTROT program to endorse such a partnership, which is intended to extend throughout the program’s lifecycle.
Vice Adm. Jan Willem Hartman, Commander of Materiel and IT Command, noted, “The strategic partnership agreement embodies our collective ambition to continually enhance the FOXTROT solution, foster innovation, streamline delivery processes, and manage interfaces effectively. Together, we have established a shared vision and defined goals for the outcomes we intend to achieve.”
In July 2025, L3Harris delivered the first equipment under the FOXTROT program, thereby enhancing the Netherlands’ resilient communications capability and its interoperability with NATO allies to effectively counter sophisticated electronic warfare threats.
