Modernizing Public Safety Communications

Emergency personnel continue to grapple with interoperability challenges that span jurisdictions, along with coverage gaps in complex terrains and dense urban environments. Recognizing these limitations, L3Harris Technologies has developed the Two47 MCX communications software.

The Two47 MCX software redefines the landscape of public safety communications. Built on global standards set by the Third Generation Partnership Project (3GPP), MCX seamlessly integrates voice, data, and video into a singular solution.

MCX broadens communication capabilities beyond voice, facilitates the quick integration of mutual-aid and out-of-area responders, ensures priority access during network congestion, and leverages a wider, assured coverage footprint.

Importantly, Two47 MCX software does not seek to replace existing systems; instead, it complements them, fostering a converged communication environment that aligns with how responders operate during real-world emergencies.

Case Studies in Collaborative Success

Regions served by existing regional LTE carriers might already possess the necessary tower networks for a thorough and seamless system upgrade.

In Georgia, leaders were faced with a decision: erect a costly new tower site network or pursue alternative solutions. By collaborating with Southern Linc, a regional carrier, Georgia combined L3Harris radios—capable of operating on both broadband and traditional P25 land mobile radio (LMR)—with Two47 MCX software. This collaborative approach helped Georgia save potentially over $100 million while delivering a future-ready technological platform.

“Our MCX platform provided Georgia with a turnkey solution tailored to their requirements,” remarked James Potter, Director of Product Management at L3Harris. “They have invested in a system that provides full coverage and interoperability that will evolve with their needs.”

In Texas, the Lower Colorado River Authority is constructing its own LTE network in partnership with public safety agencies, which may yield similar advantages as observed in Georgia.

“These pre-existing networks are incredible resources,” said Potter. “By integrating L3Harris radios and Two47 MCX software, cities and states can apply the same applications across radios, smartphones, and computers without the need for new infrastructure.”

Modernizing emergency communications no longer necessitates the replacement of proven systems. By converging LMR with broadband, agencies can enhance capabilities, improve interoperability, and bolster operational resilience—all while managing costs.

With the Two47 MCX solution, L3Harris enables public safety organizations to build upon existing infrastructure and leverage current LTE networks to support mission-critical voice, data, and video wherever and whenever it matters most.
